Wallpaper manager no longer lets you add images from Google Drive

Issue description

UserAgent: Mozilla/5.0 (X11; CrOS x86_64 10895.40.0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/69.0.3497.73 Safari/537.36
Platform: 10895.40.0 (Official Build) beta-channel leon

Steps to reproduce the problem:
1. Right-click on Desktop. Select Change Wallpaper.
2. Select My Images.
3. There is no "+" or "Add" entry; only images in the Download folder are available. Images on Google Drive is not supported.

What is the expected behavior?
Previous Wallpaper allowed adding images from Google Drive and other local file locations.

What went wrong?
Cannot add files without jumping through hoops and consuming local storage.

Seeing reports from Consumer (non-managed) users that they can't select their own images after the update to M70. 

Sounds like they can only select wallpapers from images in "My Images" folder in Downloads. Users would like to be able to select custom wallpaper from images in Google Drive.

This is intended for now. Do we want to add the Google Drive support back in the near future?

Maybe this is the new way and WAI?

From the Files app > my Drive > right click and image > set wallpaper
