[MdRefresh] MdRefresh Theme is not default on macOS 10.12.6

Issue description

Chrome Version: Canary 71.0.3540.0
OS: macOS 10.12.6

What steps will reproduce the problem?
(1) Run latest Canary on macOS 10.12.6
(2) Reset all flags to default
(3) Relaunch Canary

What is the expected result?
To see MdRefresh Theme.

What happens instead?
I see Cocoa Theme.

Not sure if this is intentional, but I thought MdRefresh should be default from M69, right? Not tested in Beta 69 or Dev 70 on 10.12.6.

While MacViews and MdRefresh is on by default on Chromium, it is not yet on by default on the M69 release channels. To verify, feel free to paste in the chrome://version variations and I can check to see if you're in the Cocoa group.
robliao@: I updated to latest Stable Version 69.0.3497.81 on my 10.12.6 device and the new MDRefresh Theme is active there. Great, thanks 👍

On Canary Version 71.0.3542.0 all flags by default brings the Cocoa Theme. Here is my variations in Canary:

I can confirm from the variations in #2 that you are in the disabled group.

We will be enabling this to 100% as we roll out M69. Thanks for checking and providing the data.
