Tabs take two tries to close

Issue description

Chrome Version       : 68.0.3440.106
URLs (if applicable) : N/A
OS version               : 10.13.4
Behavior in Safari (if applicable): N/A
Behavior in Firefox (if applicable): N/A

What steps will reproduce the problem?
(1) Start Chrome
(2) Try to close a tab, observe it closes normally.
(3) I have a folder in my bookmarks bar with 14 URLs in it.  Command-click the folder to open them all in new tabs.
(4) Attempt to close one of the tabs via any method - clicking the X on the tab or using command-W.
(5) Attempt to close the tab again because the first time didn't work.

What is the expected result?
The first attempt to close the tab closes the tab.

What happens instead?
It usually takes two tries, sometimes even more, to close ANY tab from then on (not just the 14 I opened from the folder - all of Chrome now has this problem).  It's 100% reproducible for me and has been for a while now.  The first attempt to close any tab after Chrome enters this odd state seems to kill various processes on the page but doesn't actually close the tab itself, and it takes a second attempt to actually close it.  Note that I can't reproduce on Canary.

Unable to reproduce the issue on reported chrome version 68.0.3440.106 using Mac 10.13.1 with the below mentioned steps.
1. Launched Chrome
2. Cmd+click on a bookmark folder containing around 14 URLs in it.
3. After the Bookmarked pages/URLs are opened.
4. Tried closing the tabs
Observed the tab(s) closed on a single click/cmd+w. Attaching the screen cast of the same for reference.

@dcblack: Could you please have a look at the screen cast and let us know if we have missed anything in the process. Any further inputs from your end may help us to triage it in a better way.
