Tree views do not speak properly.

The tree views in the File system of this version are not speaking properly with Chromevox. Version: 68.0.3440.118
Reproduction Steps: 
1. Open the file system.
2. Try navigating the tree views, shift tabbing back through the folders and files.
3. Silence for some, repeated speech for others. This isn't working properly.
