Not correct operate "--user-agent" from chrome-command-line

Issue description

Steps to reproduce the problem:
1. Create file /data/local/chrome-command-line with content "chrome --user-agent="UA_SAMPLE_STRING""
2. Run Chome or Chromium app
3. See in browser "chrome://version" or go to Google search "what my user-agent"

What is the expected behavior?
Normally, Chrome must set UA from "--user-agent" string and using this value to processing sites

What went wrong?
Chrome app get "--user-agent" value from /date/local/chrome-command-line, show it in "chrome://version" in "Command line", but field "User Agent" is blank. And all sites define Chrome's UA like non-existent

Did this work before? N/A 

Chrome version: 68.0.3440.91  Channel: n/a
OS Version: 6.0.1
Flash Version: Shockwave Flash 25.0 r0

I'm tested some another apps: Chromium 70, Bromite 68 and Chrome 5x - behavior repeated for all of them

Android version 6.0.1 Lineage 13.0, rooted

Hello!

In attachments screencast and file from /data/local/chrome-command-line

Now Chromium is 70 version and Android 7.1.2,  because in 6.0.1 not possible to recording screencast. 


Some new problem in 7.x android: chrome-command-line don't load by Chrome if SELinux state in "Enforced"
