Windows - Material design refresh uses window Color settings

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/68.0.3440.106 Safari/537.36

Steps to reproduce the problem:
1. Navigate to Windows Color settings and set a dark color
2. Check the "Title bars" box
3. Open Chrome and set the "UI Layout for the browser's top chrome" flag to "Refresh"
4. Open more than 1 tab

What is the expected behavior?
Chrome does not listen to the Windows color settings and instead renders with its own color.

What went wrong?
Chrome loads the dark color set by Windows causing various UI issues:

- New tab button is illegible (see attached "divider at the start of the first tab.png")
- Dividers between tabs are off-center
- A divider is present at the start of the first tab (see attached "divider at the start of the first tab.png")
- Tabs are visually unappealing

Note: I attempted to resolve this by enabling the "Custom-drawn Windows 10 Titlebar" flag however it had no effect.

If this is intended behavior then that flag should be functional and in the settings menu instead.

Tried to test the issue on reported to chrome 68.0.3440.106 using Windows 10. Attaching screen-cast for reference.
Steps:
-----
1. Launched reported chrome
2. Enabled dark color on windows
3. Navigated to chrome://flags >> Enabled " UI Layout for the browser's top chrome" flag to "Refresh"
4. Opened multiple tabs 
As we are not seen flickering on title bar 
@Reporter: Could you please check the attached screen cast and please let us know if anything missed from our end.

I've since tested it on beta and canary and the issue is no longer present.

As per your comment #5 requesting you to please check this issue on latest chrome stable 69.0.3497.81 and confirm that shall we close the issue or not. Could you please upgrade to latest chrome stable 69.0.3497.81, you can download latest chrome builds here:

Tested with chrome stable 69.0.3497.81, issue is not present. This issue can be closed.
