Arc apps have different snap state on different devices and cause many weird states

Issue description

Meowth and Caroline
Chrome Version: 71.0.3539.0
Platform: 11022.0.0

Meowth
ARC: 4975764

Caroline
ARC: 4987252


What steps will reproduce the problem?
(1) Open "settings"(arc one) or "youtube"
(2) Drag one of them from top further enough until the drag indicators are shown.

Meowth:
Indicators show "App does not support split-screen", which means the window can not be snapped.

Caroline:
Indicator show "Drag here to split screen", which means the window can be snapped.



In Meowth,

1. Keep settings or youtube app opened, long press the overview button, the app will be snapped to splitscreen. This is not correct to the state that these two apps can not be snapped.
Drag the snapped settings/youtue apps that should not be snapped also cause weird state.

2. Keep settings or youtube app opened, and open another chromeos app, eg. files. Keep the chromeos app on top. Tap home launcher, only the chromeos app can be minimized, the arc apps are still opened, but they should also be minimized. This only happened that the arc app is not the top window.


Not see all these issues on Caroline.
