Issue description

This is a follow up of https://crrev.com/c/1199484/2/remoting/host/dns_blackhole_checker.cc#96 , where joedow@ asked if we could use SimpleURLLoader::DownloadHeadersOnly
instead of SimpleURLLoaderDownloadToStringOfUnboundedSizeUntilCrashAndDie.
