This code exists in the server side code base:
https://cs.corp.google.com/chromeos_public/src/third_party/autotest/files/server/cros/update_engine/update_engine_test.py

This was only because it was written along with the first AU test.

Now that additional teams are writing AU tests we can move it to client to share it with as many tests as possible.
