repo upload --draft broken

Issue description

I can no longer use `repo upload --draft` to upload a private/draft set of CLs. I use this so avoid sending out emails for review for WIP CLs.

Looks like this is probably fallout from disabling "private" CLs.
This still appears to be broken. Do we plan on fixing this?

--draft == --private, and support for private CLs has been disabled in Chromium GoB instances by server config (see the 'PSA: "private" CLs on Gerrit are no more' threads on chromium-dev/chromium-os-dev), so probably no, nothing is going to change here
From the thread on chromiumos-dev, it sounded like there *might've* been some desire to reenable the feature, but it wasn't clear to me that there was a consensus to do so.

So, unless something changes, I agree with vapier@ and we're likely to leave this off.
