Flake Analyzer: create an API for Flake Detection to report detected flaky tests

Hi Jeff,

For now, I'll continue to use the AnalyzeFlake endpoint in findit_api.py to report flaky tests to Flake Analyzer like try-flakes, but do you think if Flake Detection should call a separate API given that they are under the same service?

I think the endpoints won't work for Flake Detection, will use AsyncProcessFlakeReport as a workaround for now. Jeff, do you have any suggestions on how the new API should look like?
