Auto rotation does not work when switched to tablet mode in a 2 to 1 chromebook Acer R13

Reported by odanesh...@gmail.com, Aug 31

Issue description

UserAgent: Mozilla/5.0 (X11; CrOS aarch64 10895.40.0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/69.0.3497.73 Safari/537.36
Platform: 10895.40.0 (Official Build) beta-channel elm

Steps to reproduce the problem:
1. Change the chromebook to tablet mode by flipping the screen
2. screen doesn't rotate
3. Can be manually rotated

What is the expected behavior?
Should automatically rotate when in tablet mode

What went wrong?
In the old Chrome OS, it was working fine, but new version disabled the auto rotation, and once in tablet mode, there is no icon in the system tray for auto rotation either

Did this work before? Yes 67

Figured out the issue. When removing the usb adaptor for the Logitech mouse, everything works. However, the usb adaptor was working fine with the previous Chrome OS versions, as I was using the mouse on the tablet mode before.
