Missing license: Perfetto

UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/68.0.3440.84 Safari/537.36

Steps to reproduce the problem:
1. Got to chrome://credits/
2. In the Perfetto section, click on "show license"

What is the expected behavior?

What went wrong?
The license is blank.

Did this work before? N/A 

Chrome version: 68.0.3440.84  Channel: n/a

Able to reproduce the issue on Windows 10, Mac OS 10.13.3 and Ubuntu 17.10 on the latest Stable 68.0.3440.106 and the latest Canary 71.0.3541.0.
This issue is observed from M-65(65.0.3317.0)build from the introduction of Perfetto section.
Attached is the screen shot for reference.

Hence this is a Non-Regression issue and marking this as Untriaged for further updates from Dev.
