Manifest detection is flaky

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/69.0.3497.72 Safari/537.36

Steps to reproduce the problem:
1. Open https://www.eon.earth/
2. Open dev tools, application tab
3. Check if manifest is detected, in my case it isn't
4. close dev panel
5. reopen dev panel
6. Manifest is now correctly detected?

Furthermore, "Add to homescreen" in the application tab does nothing. No error, nothing in the console.

And finally, offline mode in the serviceworker does not work, instead of showing a sw-cached offline page, it just shows the standard browser connection error, whilst on real devices (testing with Galaxy Tab S3) it works fine.

What is the expected behavior?
- Consistent manifest detection
- Add to home screen debugging that gives output
- Showing offline page when simulating offline mode

Can't even navigate to https://www.eon.earth/.
Well yes, that happens when you ignore it for months, I can't keep it open forever or freeze code forever. Anyway, don't bother, and close this.
