Cookies list scrolls on top after one cookie has been removed

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_12_6) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/68.0.3440.106 Safari/537.36

Steps to reproduce the problem:
1. Navigate to Settings > Advanced > Content Settings > Cookies > See all cookies and site data
2. Scroll to a domain further down the list and remove it

What is the expected behavior?
It should always keep the scrolling position

What went wrong?
There's some specific instances where this doesn't happen. I managed to do it yesterday, today is not happening anymore. I'm flagging this as a bug but it's definitely a low priority as it doesn't happen consistently.
