Blur and Focus events are not delivered after the first app switch

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_13_6) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/68.0.3440.106 Safari/537.36

Steps to reproduce the problem:
1.  Visit http://jsfiddle.net/greggman/bd237hzx/
2.  Click on the result pane
3.  Cmd-Tab to another app (ideally with a small window so you can still see the fiddle)
4.  Cmd-Tab back to Chrome
5.  Go to step 3

What is the expected behavior?
When Chrome is switch to the active window a focus event is delivered to the page. When Chrome is switched away from a blur event is delivered to the page

What went wrong?
After one switch events no longer arrive

Does this work in other browsers? Yes

Chrome version: 70.0.3537.0  Channel: stable
OS Version: OS X 10.13.6

Did this work before, YES, IIRC.  I used this feature for a rendering heavy WebGL page as it would drain my batteries so I made it auto stop on blur and auto start on focus, that way which I Cmd-Tabbed back to my text editor the rendering would stop and I'd get a much better battery life. I know that worked as I used it for months 5 years ago.

I was trying to add that feature to a new page bu now that blur/focus are not working in Chrome I can't make the feature work.

Unable to reproduce the issue on mac 10.13.3 using chrome reported version #70.0.3537.0 and latest canary #71.0.3540.0.
Attached a screen cast for reference.

Following are the steps followed to reproduce the issue.
------------
1.  Visited http://jsfiddle.net/greggman/bd237hzx/
2.  Clicked on the result pane
3.  Cmd-Tab to another app (ideally with a small window so you can still see the fiddle)
4.  Cmd-Tab back to Chrome
5.  Go to step 3
6.  Observed that blur and focus events are delivered after the first app switch as expected.
gman@ - Could you please check this issue on latest canary #71.0.3540.0 by creating a new profile without any apps and extensions and please let us know if the issue still persist or not.

Sorry guys. I don't know what the issue was. It's working today in both canary and stable. Sorry for the false alarm
