Linux PWAs: Maximizing window hides custom title bar content (Ubuntu 16 and earlier)

Issue description

Chrome Version: 70 (post r586537)
OS: Ubuntu 17.10 and earlier

What steps will reproduce the problem?
(1) In Chrome Settings, choose the GTK theme.
(2) Open a PWA.
(3) Maximize it.

This hides the custom title bar and shows the OS generic title bar instead. That means the user loses access to:

- The origin.
- The app menu.
- Permissions icons in the title bar.
- All the other custom stuff we show in the title bar for PWAs.

Low priority since this only affects Ubuntu Unity which is deprecated and removed from Ubuntu 18.04 LTS onwards [1].
