Linux PWAs: Title bar looks weird when caption buttons are on the left (Ubuntu 16 and earlier)

Issue description

Chrome Version: 70 (post r586537)
OS: Ubuntu 16.04 and earlier

What steps will reproduce the problem?
(1) In Chrome Settings, choose the GTK theme.
(2) Open a PWA.

Particularly weird that the icon shows alongside the caption buttons.

I think if we just remove the icon it will look fine. We can just do that over all Linux, since most Linux WMs these days don't show an icon in the title bar.

May be worth testing on other WMs. It seems that the GTK theme performs custom styling for each host WM (which is news to me).

They also look weird on Ubuntu 18 where the caption buttons are on the right, for some reason the circle radius is smaller than it should be.

#1 Does that also affect browser windows? I assumed that was an unrelated issue.
True, it's not related to PWAs specifically.
