Text to speech reads (dynamic tts) the word "intercepts" letter by letter

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.1; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/68.0.3440.106 Safari/537.36

Steps to reproduce the problem:
1. Bring up https://ref.testnav.com/client/index.html on win7/chrome browser
2. Enter the below user id/pwd 
 => LGN176484725 \ 45CMB4YU
3. Click Start and then start again => First question displays as expected
4. Click the play button located at the right hand side of the screen and listen to the text it reads 

What is the expected behavior?
TTS should read the words as appears on the screen 

What went wrong?
Word "intercepts" read letter by letter instead of a word

Did this work before? N/A 

Chrome version: 68.0.3440.106  Channel: stable
OS Version: 6.1 (Windows 7, Windows Server 2008 R2)

Able to reproduce the issue on win-7 using chrome reported version #68.0.3440.106 and latest canary #70.0.3537.0. Issue is specific to Win-7 OS.
This is a non-regression issue as it is observed from M60 old builds. 

Hence, marking it as untriaged to get more inputs from dev team.

I couldn't reproduce this on mac at 69.0.3497.100, it read the word "intercepts" correctly.

I also couldn't reproduce this on Chrome OS at 71.0.3558.0, which also read "intercepts" correctly.

I wonder if the issue is related to the hyphen coming directly before the word intercepts, with no space?

Removing 'mac' and 'chrome' because I can't reproduce it there.

Reassigning to nektar@ who knows more about Windows.
