[User Feedback - Beta] Broken Alt Text Prefix on Create a New NTP Shortcut Overflow |

Issue descriptionChrome Version: 69.0.3497.72 OS Version: OS X 10, Windows 10 What steps will reproduce the problem? 1. Use Chrome M69 2. Open NTP 3. Hover over the "create new shortcut" button. 4. Hover over the overflow. 5. See broken alt text (it is prefixed with "1"). What is the expected result? Correct alt text. Screenshot attached.

Able to reproduce the issue on latest chrome canary 70.0.3537.0 using Windows 10. Tried checking the issue on reported version 69.0.3497.72 and on initial M68 versions, as the UI is different in them we couldn't triage it further to confirm if this a Regression/Non-Regression. Note: Tried enabling few flags related to NTP, yet they weren't helpful. @craigtumblison: Could you let us know if any flag has to be enabled to get the UI as shown in comment#0. Thanks!

#3: Thanks for confirming this is present on M70 as well. This may only affect M69 and higher. On M69, you can try enabling the flag #upcoming-ui-features to see if that helps with reproducing the behavior.
