RestoreOnStartupURLs functions *only* on initial browser startup, not restart.

Steps To Reproduce:
(1) Device management > Chrome > User Settings > Startup > Pages to Load on Startup
(2) enter some value (e.g. https://www.united.com, https://www.youtube.com)
(3) save settings
(4) log into device, launch browser session, settings function as expected. 
(5) kill browser, relaunch - policies no longer respected and default homepage only is displayed

Expected Result: upon relaunch, policy values shoudl be displayed

Actual Result: reverts to default homepage

How frequently does this problem reproduce? Always - multiple CROS devices tested
