When credit cards are saved to Google Payments via credit card upload, the card is also stored as a FULL_SERVER_CARD to prevent needing to specify CVC on its next fill on the same device.

This bug tracks the removal of that feature, making it so that the card number is not immediately stored locally, but is synced down to Chrome via normal Chrome Sync procedures.
