vboot_reference: TCPC FW updater still tries to protect the TCPCs if EC software sync is disabled

As the summary says, depthcharge will still try to protect the aux peripheral firmware even if the disable EC software sync GBB flag is set. Instead, depthcharge should honor the flag and not try to communicate with the parts at all.
