What steps will reproduce the problem?
(1) Open http://csreis.github.io/tests/cross-site-iframe-simple.html
(2) Open https://csreis.github.io/tests/input-types.html
(3) Pinch zoom these two page on touchscreen or touchpad

What is the expected result?

Two text on page should be clear.

What happens instead?

Text is blur on first one (the iframe one).

No changes when toggle --site-per-process.

In the attachment, the left is M68 with site-per-process disabled, the right top is opening (2) page on M70, the right bottom is opening (1) with site-per-process enabled on M70.
