If Chrome uses VK_EXT_queue_family_foreign, there should be an Android CTS test covering Chrome's use case, or at least some validation of this feature on the Chrome side.

This bug covers:

1. determining whether Chrome uses this extension;
2. determining how to test it (ideally through CTS); and
3. communicating back the right testing approach so Android can validate this.
