This is a followup to https://bugs.chromium.org/p/chromium/issues/detail?id=870694#c16.  As oop raster will eventually replace all gpu raster, we need to remove all workarounds that disable OOPR.

The issue this is following up on had some mysterious crashes on Adreno.  We could try to work around these, or alternatively we could disable gpu raster entirely on these devices.  If the latter, we might want to consider something more targeted than just "all Adreno on Lollipop or earlier".
