1.1%-26.9% regression in xr.browsing.wpr.static at 586912:587001

Culprit is https://chromium.googlesource.com/chromium/src/+/00bea4ec5efd575a09604b89fbf6123b14690fb6, although the regression is just returning to previous values after a revert.
