isolated_hash is required, but old entries do not have it.

Should we make it not-required.

[Findit] Make IsolatedTarget model backwards-compatible.

The old entries in datastore have no isolated_hash property, instead
they have it as the key.

The model shouldn't try to enforce the property as required until the
outdated entries are purged a couple months from now.
