What steps will reproduce the problem?
(1) Launch chrome and navigate to above test URL.
(2) Click on PIP icon from the Video or 'Toggle Picture-in-Picture' button to start video in PIP mode.
(3) Traverse the focus using 'Tab' key on 'Close' button of PIP mode and press Spacebar key.
(4) Now Observe.

Actual Result: Spacebar key input on close button of PIP mode doesn't close the video.

Expected Result: Spacebar key input on close button of PIP mode should close the video.

This is a Regression issue seen from 'M-70' and providing the bisect info below:
Good Build: 70.0.3535.0 (Revision: 586475)
Bad Build:  70.0.3536.0 (Revision: 587136)

(Unable to provide bisect using 1) per-revision script as "[Errno 2] No such file or directory" error message is thrown and 
 				2) narrow bisect script as video in test URL does not work,
 Hence providing suspect manually from change-log)

@apacible: Could you please check whether this is caused with respect to your change, if not please help us in assigning it to the right owner.

NOTE: Issue is not seen on Windows (7, 8, 8.1, 10) and Linux (14.04 LTS) OS.
