Notifications require interaction doesn't work on Windows

Issue descriptionUserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_13_6) AppleWebKit/605.1.15 (KHTML, like Gecko) Version/11.1.2 Safari/605.1.15 Steps to reproduce the problem: ServiceWorkerRegistration.showNotification() ignores the option requireInteraction on Windows 10. What is the expected behavior? When requireInteraction is true, then the notification should not be closed or minimized automatically. What went wrong? The notification is displayed only for a few seconds. Did this work before? N/A Does this work in other browsers? Yes Chrome version: 68.0 Channel: n/a OS Version: 10 Flash Version: Tested with this service worker: https://pushpad.xyz/service-worker.js It works on Chrome on Mac, but not on Chrome on Windows (which ignores the require_interaction option)

If the notification in question includes no buttons, then this issue is a duplicate of issue 781792 .

Yes, I can confirm that it is a duplicate. I have tried to add a button and require interaction works properly.
