Omnibox suggestion navigation is not cyclic

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.3; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/67.0.3396.87 Safari/537.36

Steps to reproduce the problem:
1. Type an incomplete input in the omnibox, so that suggestions appear
2. Press ArrowUp on keyboard

What is the expected behavior?
The last suggestion should be selected. It works properly in Firefox, and it is very useful feature.

What went wrong?
Nothing happens. In order to select the last suggestion, user must navigate all to the end of the suggestion list.

Able to reproduce the issue on Mac 10.13.3, Win-10 and Ubuntu 14.04 using chrome latest stable #68.0.3440.106 and latest canary #70.0.3537.0.
This is a non-regression issue as it is observed from M60 old builds. 

Hence, marking it as untriaged to get more inputs from dev team.

It is useful to accessibility that someone be able to hit up arrow a few times to be certain that they're on the default match without looking or reading. Without it, they'd have to listen for the "1 of 6".

Additionally, the best suggestions are put first. I don't see a lot of value going quickly to the worst suggestion, to outweigh the disadvantages.

This seems to me to be a personal preference. I'm inclined to say will not fix.

krb@, you may want to post your thoughts on the bug I'm merging this into, as it sounds like the winds are blowing the opposite direction.  I don't think anyone has considered   the things you bring up.
