[Pre-M] Keyboard accessory sheet height should have same height as keyboard

Currently, the height calculation used to guess whether the keyboard is visible works differently on pre-M devices (see UiUtils#calculateKeyboardHeights).

The result is a ridiculously small keyboard accessory sheet.
Try to make the guess more accurate for affected Android versions or default to a static, reasonable height.

Fixed in 71. There will be no fix for M70.
