Non-Regression : 'sign in as an existing user' screen should get automatically close or Sign-in screen should be seen when WI-FI is turned-on at Uber Tray

Issue description

Chrome Version: 69.0.3497.73 / 10895.40.0 beta-channel Celes,Kip & Daisy
OS: Chrome

What steps will reproduce the problem?
(1)Sign into User -> At Uber Tray select 'Sign out' ->  in sign out screen Click on 'Add person'
(2)Now at Uber Tray turn-off WI-FI -> "Network not available" page is seen
(3)Now click on 'sign in as an existing user' -> Enter any letters and click on 'Next' -> Now again turn-on WI-FI at  Uber Tray -> observe still  'sign in as an existing user' screen is seen i.e. either screen should get automatically close or Sign-in screen should be seen
(Please refer Video)

Note:
1)In sign out screen Click on 'Add person' -> Sign-in screen is seen -> Now turn-off WI-FI ->observe  "Network not available" page is seen automatically
2)Now turn-on WI-FI ->observe Sign-in screen is seen

Expected:  'sign in as an existing user' screen should get automatically close or Sign-in screen should be seen when WI-FI is turned-on at  Uber Tray
Actual: Instead 'sign in as an existing user' screen is still seen even after WI-FI is turned-on

This is Non-Regression Issue seen from M-62

I don't think it's desirable to interrupt an existing user signing in mid-flow. This could be particularly frustrating on a flaky connection.
