Non-Regression : 'Couldn't find your google Account' error message is seen missing when any invalid Email id is entered in 'sign in as an existing user' screen

Issue description

Chrome Version: 69.0.3497.73 / 10895.40.0 beta-channel Celes,Kip & Daisy
OS: Chrome

What steps will reproduce the problem?
(1)Sign into User -> At Uber Tray select 'Sign out' ->  in sign out screen Click on 'Add person'
(2)Now at Uber Tray turn-off WI-FI -> "Network not available" page is seen
(3)Now click on 'sign in as an existing user' -> Enter any letters and click on 'Next' -> observe 'Enter your password' screen is seen i.e.  'Couldn't find your google Account' error message should  be seen when invalid Email id is entered

Expected: 'Couldn't find your google Account' error message should  be seen when any invalid Email id is entered
Actual: Instead 'Enter your password' screen is seen 

This is Non-Regression Issue seen from M-62

Status: WontFix (was: Untriaged)
Since the device is offline we cannot check to see if the google account exists.

We also most likely do not want to reveal if the account is on the device already exists, as the user may be choosing to hide that information (ie, by disabling user pods/views).
