[Print Preview] Down arrow icon appears enabled even 'More settings' button is disabled.

Chrome Version: 70.0.3536.0 (Official Build) Revision	2494dce8176ec31c55bd19cda2a009da525d2cbc-refs/branch-heads/3536@{#1} (32/64-bit)
OS: Windows(7,8,8.1,10), Mac(10.12.6, 10.13.1,10.14, 10.13.6) and Linux(14.04 LTS).

Pre-condition: Enable #enable-new-print-preview flag from chrome://flags

What steps will reproduce the problem?
1. Launch Chrome and give print command on any webpage using "Ctrl/Command + P" key from keyboard.
2. Enter any invalid page range in 'Pages' text-box so that 'More settings' button gets disabled.
3. Now observe the down arrow icon on 'More settings' button.

Actual: Down arrow icon appears enabled even 'More settings' button is disabled.
Expected: Down arrow icon should get disabled when 'More settings' button is disabled.

This is a non-regression issue, seen from M-68 series as down arrow is introduced from build #68.0.3440.0

NOTE: This issue is also reproducible on Stable #68.0.3440.106, Beta #69.0.3497.72 and Dev #70.0.3534.4

As this being a Non-Regression issue, changing the status to Untriaged so that the issue would get addressed.

Status: Fixed (was: Untriaged)
This does not seem to be an issue in Canary 71.0.3563.0. We changed this more settings button significantly and it appears one of those changes may have fixed this bug.
