"external/wpt/async-local-storage/key-types.tentative.https.html" is flaky.

This test runs within 1-2 seconds most of the time but it occasionally takes
4-5 seconds. The time limit is 6 seconds, so it's not surprising this test
timeouts occasionally.

This doesn't look like the test's fault, so I'm going to mark this test as
Slow so we can cover the slow runs.
