What steps will reproduce the problem?
(1) Make sure there is at least one full-screened app opened in tablet mode.
(2) Swipe down on shelf, which will show home launcher.
(3) Tap the previous full-screened window icon on shelf.

What is the expected result?
The app should still full-screened.

What happens instead?
The app be changed to maximized now.
