What steps will reproduce the problem?
1. Visit https://chromium-review.googlesource.com/c/openscreen/+/1195590
2. Note that there is a Bug: openscreen:15 line at the end per https://dev.chromium.org/developers/contributing-code/-bug-syntax

What is the expected output?
openscreen:15 is a link to https://bugs.chromium.org/p/openscreen/issues/detail?id=15
(Similar to Chromium Bug: lines)

What do you see instead?
No linking

This is configurable: https://gerrit-review.googlesource.com/Documentation/config-gerrit.html#commentlink

So it should go in the chromium bug tracker.
