[Video Capture] Distinguish shared frame drop reasons by MediaStreamType

Some of the reasons for dropping frames that we log in UMA may happen for more than one MediaStreamType, e.g. for device capture or desktop capture. In order to be able to distinguish these, we should use different buckets for them in the UMA logs.

[Video Capture, UMA] Distinguish media stream type specific frame drops

There are certain frame drop reasons that can occur for more than one
media stream type. This CL distinguishes the UMA counts for those by
media stream type.
