What steps will reproduce the problem?
(1) In Peeking OR fullscreen launcher in clamshell mode
(2) Hit tab or shift tab (the focus graph is cyclical) until things off screen are focused.
(3) Hit enter
(4) Zero state apps launch.

What is the expected result?
These apps should not be focusable because zero state is not being shown.

What happens instead?
The apps in the zero state search results are focusable off screen
