XRFrameProvider doesn't support multiple sessions backed by different runtimes

We may have outstanding magic window sessions backed by gvr and arcore simultaneously.  This leads to weird behavior that may breaks assumptions.

Either we should prevent this from happening, or support blink knowing about multiple sessions with different runtimes.

This may not be necessary depending on the outcome of the AR-Mode described here: https://github.com/immersive-web/webxr/issues/394

tl;dr if AR is always full-screen/exclusive, then we don't need to support multiple runtimes simultaneously.
