Currently, some metrics are logged differently depending on platform. For example, the Translate Script initialization error is logged in a UMA histogram on iOS but only available through a TranslateRanker synthetic histogram for Android.

We should consolidate all UMA metrics so that it's possible to compare them across platforms from the same histograms, especially between iOS and Android.
