shelf cannot be revealed in tablet mode

Repro scenario 1)
* start chrome
* go into immersive mode from menu
* try to reveal shelf

Repro scenario 2)
* start ARC++ play book
* open book. It should switch into the immersive mode
* try to reveal shelf

I think this is side effect of disabling the shelf visibility control in
tablet mode. omrillio@, What's the status of changing it?

Oshima san does this happen on todays ToT? I just landed patch to fix  issue 876484 , which i think is same issue.

I looks like auto-hide is coming back soon,  issue 878039
