Pre-condition: Enabled 'UI Layout for the browser's top chrome' flag with 'Refresh' option from chrome://flags.

What steps will reproduce the problem?
(1) Launch chrome, navigate to chrome://bookmarks page.
(2) Right click on page and select 'Add new folder' option.
(3) Observe 'Save' and 'Cancel' button on 'Add folder' overlay.

Actual: Unwanted 'Save'&'Cancel' button is seen in bold text on 'Add folder' overlay. 

Expected: 'Save'&'Cancel' button text should seen properly on 'Add folder' overlay. 

This is a regression issue, broken in 'M-69', below is bisect info:

Good Build:69.0.3464.0(Revision: 567919)
Bad Build: 69.0.3466.0(Revision: 568694)

You are probably looking for a change made after 568240 (known good), but no later than 568241 (first known bad).
