Unwanted movement of dragged bookmarked folder is seen after canceling preview page.

Issue description

Chrome Version: 69.0.3497.72 Revision 5436874581c1838dd38d9be331791e79797fa30c-refs/branch-heads/3497@{#834}(32/64 bit)
OS:Win(7,8,8.1,10) ,Mac(10.12.6 , 10.13.1 , 10.13.6, 10.14) and Linux(14.04 LTS)   

What steps will reproduce the problem?
(1) Launch chrome, navigate to chrome://bookmarks and add one folder.
(2) Drag that folder to down side and press Ctrl+p to open preview page.
(3) Cancel preview page and observe.

Actual: Unwanted movement of dragged bookmarked folder is seen after canceling preview page.

Expected: No such a movement of dragged bookmarked folder should seen.

This is a non-regression issue, seen from 'M61'build.

Hi,

Just to update:

We were unable to reproduce this bug on Mac(10.13.1, 10.13.6, 10.14.2), Windows(7,8,8.1,10) and Linux(14.04) OS using Latest canary #72.0.36010.0 as there is an UI change for the Password Bubble.

Hence, marking it as WontFix.
