Extensions Should Not Be Allowed to Have Blank-Style Icons

Issue description

Chrome Version: 69.0.3497.72 (Official Build)  Revision	5436874581c1838dd38d9be331791e79797fa30c-refs/branch-heads/3497@{#834}(64-bit)
OS: Windows(7,8,8.1,10)

Test URL:https://chrome.google.com/webstore/detail/blank-new-tab-page/nanjankoodpibkkjgmmaeoccefklohao

Steps to reproduce:
1.Launch chrome and add above extension.
2.Observe favicon of extension in omni-box.

Actual:Extension favicon is not seen in omni-box.
Expected:Extension favicon should be seen in omni-box directly.

This is regression issue broken in ‘M-69’ and below is the bisect info:
Good Build:69.0.3472.0
Bad Build:69.0.3473.0

Unable to provide bisect using per-revision script,Hence providing bisect with old script:

Note:slight glimpse of Extension Favicon is only seen when mouse is hovered in omni-box.
