OS: Mac(10.12.6, 10.13.1, 10.13.6, 10.14) 

Pre-condition: Enable 'Enable using the Google local NTP' and 'New Tab Page Custom Links' under chrome://flags.

Steps to reproduce:
(1) Launch Chrome, navigate to NTP and add a new thumbnail.
(2) Observe the icon letter on thumbnail.

Actual Result  : The icon letter on thumbnail is not center-aligned.
Expected Result: The icon letter on thumbnail should be center-aligned.

This is a Regression issue, broken in 'M-70' and below is the per-revision bisect info:
Good Build: 70.0.3534.0 (Revision: 586176)
Bad Build : 70.0.3535.0 (Revision: 586474)

You are probably looking for a change made after 586356 (known good), but no later than 586357 (first known bad).
