Low quality images in pdf

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/68.0.3440.106 Safari/537.36

Steps to reproduce the problem:
1. Open attached pdf in Chrome

What is the expected behavior?

What went wrong?
For some reason some (more on that below) images are very low quality in pdf

Does it occur on multiple sites: N/A

Is it a problem with a plugin? N/A 

Did this work before? N/A 

Does this work in other browsers? Yes

Chrome version: 68.0.3440.106  Channel: stable
OS Version: 10.0
Flash Version: 

I haven't noticed any issues in (downloaded from web) pdf's before. Now I had to scan document and convert it to pdf, and here we are, very bad rendering quality in Chrome 68.3440.106 AND in 70.0.3534.4 (tested it on my laptop). It looks fine in Microsoft Edge for example. I provided example pdf and comparison in rendering between Chrome and Edge in attached files.

Not the same thing, I'm looking at a gradient issue, it doesn't involve images.

Easily reproduced on Linux.
