android: Write unit-tests for ResourceExtractor.java

The Java org.chromium.ui.ResourceExtractor class lacks a proper set of unit-tests. This has resulted in un-noticed regressions in the past (see  http://crbug.com/877033 ).

This is to track the issue and fix it to avoid such cases to occur again.
