[Bluetooth] Implement BluetoothTestBase::SimulateAdapterPowerSuccess()

https://crrev.com/c/1188468 introduced BluetoothTestBase::SimulateAdapterPowerFailure(), in order to simulate a failed SetPowered() call in tests. This should be matched by a SimulateAdapterPowerSuccess(), so that each call to SetPowered() in tests will be followed by exactly one of these methods. This bug serves to track this issue.
